国际参与 海南未来——DFS于第七届进博会LVMH展台专题研讨会
2024年11月6日，在上海举办的第七届中国国际进口博览会上，LVMH路威酩轩集团的展厅现场，集团旗下全球领先的奢侈品旅游零售商DFS迪斐世举办了一场主题为“国际参与、海南未来，推动政策落地，倡导共创共赢”的专题研讨会。
(Shanghai, November 6, 2024) At the 7th China International Import Expo (CIIE), DFS, the global leading luxury travel retailer under the LVMH group, hosted a Panel Discussion themed "International Participation, Hainan's Future: Promoting Policy Implementation, Advocating Co-creation and Win-win" within the LVMH pavilion.
LVMH路威酩轩集团大中华区总裁吴越、DFS迪斐世中国区总裁刘行淑、中国贸促会研究院院长赵萍、国研经济研究院执行副院长黄斌、中国社会科学院旅游研究中心特约研究员曾博伟等专家、学者、企业代表齐聚一堂，共同深入探讨，推动政策落地，倡导共创共赢；凝聚开放共识，以国际参与打造具有世界影响力的中国特色自贸港，助力海南未来成为新时代中国改革开放的示范地。海南国际经济发展局局长唐华一行及三亚市投资促进局局长黄琍珠也出席了本次活动。申亚集团董事长李忠、执行董事李瑛珺和副总裁吕虹等人在现场观摩了研讨会盛况。
Executives and experts including Andrew WU, President of LVMH Greater China, Nancy LIU, President of DFS China, ZHAO Ping, Director of CCPIT Research Institute, HUANG Bin, Executive Deputy Director of nstitute of Economic Research, Development Research Center for State Council, and ZENG Bowei, a Contributing Researcher at the Tourism Research Center of Chinese Academyof Social Sciences, gathered to discuss and promote the implementation of policies, advocating for a win-win scenario of co-creation. Chairman Li Zhong, Executive Director Li Yingjun, and Vice President Lv Hong of Shenya Group observed the grand event of the seminar on site.
LVMH路威酩轩大中华区总裁吴越表示，进博会是为全中国做，所以当然必须包括海南的未来。国际精品行业很看重海南与三亚这一市场。作为全球最大奢侈品企业，LVMH集团代表的是整个国际奢侈品行业。四十多年来，得益于中国的改革开放，LVMH跟随中国市场一起成长。海南自贸港建设是中国全面深化改革开放的重要举措，LVMH坚定地看好这一国策，并且很高兴能超越品牌、超越集团，站在整个行业视角，组织多方专家共同讨论国际参与海南未来。
Hainan Free Trade Port is positioned as an exemplary area leading China's reform and opening up. Andrew WU, President of LVMH Group's Greater China Region, stated that the Import Expo is organized for all of China, and therefore it is naturally imperative to include the future of Hainan. The international luxury goods industry places great importance on the Hainan and Sanyamarkets. 中国贸促会研究院院长赵萍表示，2025年底前适时封关运行，将是海南自贸港建设的重要里程碑，届时海南自贸港将会实施更高水平的开放政策，吸引更多跨国公司、更多国际品牌关注并参与海南自贸港的建设。目前海南自贸港建设正在按照《海南自贸港建设总体方案》有序推进，营商环境市场化、法制化、国际化水平不断提高，我们对海南自贸港建设充满信心。建议国际工
商界多关注海南，多关注中国，在日新月异的改革开放中发现更多新的机遇”。赵萍院长表示，中国人的消费理念正在发生新的变化，越来越多的年轻人不仅看重通过物质消费来追求美好生活，而且更加重注自己的精神愉悦，服务消费成为新的热点。赵萍院长建议国际精品在发展免税业态的同时，可以和海南的服务消费有机结合起来，使游客在海南获得更好的消费体验。
ZHAOPing, Director ofChina Council for the Promotion of International Trade (CCPIT)Research Institutecommented that the Hainan Free Trade Port is a major reform and opening-up initiative personally planned, deployed, and promoted by General Secretary Xi Jinping.The construction of the Hainan Free Trade Port is proceeding in an orderly manner according to the "Overall Plan for the Construction of the Hainan Free Trade Port,"with the business environment becoming more market-oriented, rule-based, and international. We are confident in the construction of the Hainan Free Trade Portand suggest that the international business community pay more attention to Hainan and China to discover new opportunities in the rapidly evolving reform and opening up.
国研经济研究院执行副院长黄斌表示，海南作为我国对外开放的重要窗口，在教育、医疗、文化等领域的开放方面具有政策支持，具有发展服务贸易的优势。海南在改革开放中的定位，是很丰富的，不仅仅是一个自贸港，海南还应该成为创新的基地，所需要的政策体系要良好地运转、很好地协调。当然，要发挥这些政策优势，还需要海南打造优良营商环境、提升服务质量，并引导市场主体制定更具全球竞争力的价格体系。他也表示，希望企业能够及时的把自己的诉求跟政府提出来，这对于各方共同努力建立起一个营商环境良好、按照国际规则运行、能够服务好本国消费者和国际企业的政策体系会不无裨益。
HUANG Bin, Executive Deputy Director of Institute of Economic Research of the Development Research Center for State Council, noted that Hainan is not only a free trade port but should also become an innovation base. To leverage policy advantages, Hainan needs to create an excellent business environment, enhance service quality, and guide market entities in establishing a more globally competitive pricing system. Companies can present their demands to the government, and together they can perfect a policy system that creates a good business environment, operates according to international rules, and serves domestic and international enterprises effectively.
DFS迪斐世中国区总裁刘行淑透露，在中国奢侈品消费核心城市榜单中，三亚已超过广州等一线城市，排名第三位，仅次于上海和北京，足见海南在引领奢侈品零售增长方面的潜力。根据DFS迪斐世中国针对2500名海南游客所展开的消费者调研报告，如今的海南游客高端且具有丰富的国际视野，他们通常是受过良好教育、拥有高收入的企业主、高级管理人员和专业人士，拥有丰富的国际旅行经验。刘行淑在表示，从全球市场来看，成熟自贸港的制度安排和成功因素，通常将消费品排除在负面清单之外，对绝大部分进口消费品实施零关税政策，希望海南自贸港封关之后，能够采用国际自贸港通行做法，落实零关税安排、设置较低销售税率、实现有税零售和免税零售监管并轨。
Nancy LIU, President of DFS China, said at the meeting that Hainan should fully learn from international experience to create a fair and open market environment, enhance its appeal to international brands, operators, and tourists, and jointly expand and strengthen the duty-free economic pie of the Hainan Free Trade Port.
刘行淑说，“我们最近注意到国内一个高端权威智库撰写的白皮书，提出的关于采用国际通行做法的建议，我们表示十分认同。DFS迪斐世拥有逾60年的奢侈品零售经验，通过全球合作，与700 多个在各自领域佼佼者的国际品牌建立了值得信赖的伙伴关系。公司计划针对海南自贸港封关之后各大国际品牌的期待进行一个调研，希望通过这种方式搭建起政府与国际品牌沟通对话的桥梁。这是DFS迪斐世的行业担当所在，我们希望借此能够推动多方在政策落地中，实现共创共赢。”
据刘行淑观察，不少欧美知名品牌希望通过落地海南为进入中国内地市场的“试验田”，DFS迪斐世可以将这些国际品牌引入海南，不断迭代升级三亚的奢侈品零售，助力提升海南自贸港免税零售的整体经营水平。
Zero tariffs, low tax rates, and a simplified tax system are common practices in international free trade ports. She suggests that Hainan implement zero-tariff arrangements, set a lower sales tax rate, and achieve an aligned supervision of taxed and duty-free retail.

中国社会科学院旅游研究中心特约研究员曾博伟表示，海南作为自贸港，作为一个改革开放的一个先行区，拼的是制度的创新。目前，在海南省每年9000万游客中，只有100万是入境游客。旅游业高质量发展意味有更多的人流进入海南，这必然带动商品物流，以及信息、技术、人才、资金等各方面的流动，这将推动海南经济全方位的发展。同时，海南能够促进更多游客的消费从海外旅游消费目的地回流至国内，对于中国扩大消费也有很重要的意义。未来海南的发展，除了自然的优势以外，也需要更好的营商环境和更好的服务，也离不开政策的支持。消费者和供应商，期待一个制度更加透明、成本和价格更便宜，公平竞争、服务更好的体系的支持。
ZENG Bowei, a contributing researcher at the Tourism Research Center of Chinese Academy of Social Sciences , stated that as a pilot zone for reform and opening up, Hainan's focus is on institutional innovation. Currently, out of the 90 million tourists visiting Hainan Province annually, only 1 million are international visitors. For Hainan's future development, apart from natural advantages, it also needs a better business environment, services, and policy support. Consumers and suppliers look forward to a system that is more transparent, offers lower costs and prices, fair competition, and better service.
